I tried downloading some of the plugins that were giving us i/o errors
in 4.3pre3.

When I use 4.2final to download the same plugins, I do not get i/o errors.

I guess there is a bug in 4.3pre3 that displays an incorrect error
message when it tries to load an incompatible plugin.

lease report other plugins that are broken like this as tracker tickets.
