Furthermore it seems to me that the 'Open with Encoding' should be integrated into jEdit's file chooser instead of being implemented as yet another menuitem. One thing about the 'Recent Files' section of the BufferList. You can open a recent file by double clicking it, but if you want to close it via BufferList you should move your mouse to the Open Files section and double click it there.
