Summary: XML Plugin Fails to Validate

Initial Comment:
The XML plugin returns are error of "null" at line 0 in
error list when parsing a file with a DOCTYPE
declaration that refers to a PUBLIC DTD. See attached
file. I also get this error trying to validate XHTML
1.0 files with the DOCTYPE copied and pasted from the
XHTML 1.0 spec.
