#2719 Wrong page scrolling with electric scroll

If pressing PgDn while at first screenline or PgUp
while at last screenline, the caret shouldn't be at
the first(last) line if electric scroll is enabled.

Sorry if this is a dupe, but I have many bugs to post
and am too lazy to check them all for dupes
currently. :-)

For PageUp and PageDown the setting for electric borders seems not to be considered at all.
