Run "Family Tree", "Export" from the menu bar (or use shortcut ctrl-E). The third page of the dialog, headed "Gramps XML export options", has a section "Person Filter" which defaults to "Include all selected people". You can click on the edit symbol, and create a custom filter to select people with the tag(s) you want. I am running gramps 3.4.7-1, I haven't checked if this option is available on earlier versions.
