Trevor,
it depends on the version of Gramps for Windows you have installed:
1. Any GrampsAIO3.4.x (using gtk2)

    There is a program called gtk2_prefs.exe inyour <gramps install
    path>\bin
    Using this one can choose several fonts and font sizes and themes.
    Using this under Win7 my experience was: I had always to activate
    the option 'Apply for all users'. But this may be a special
    situation on my pc.

2. Any GrampsAIO4.02 Setup. e.g. GrampsAIO64-4.0.2-3_win64_py27.exe 
(using gtk3)

    Because of the missing SSSE3 processor instruction set I can't
    install this.
    If you find in <gramps install path>\etc\gtk-3.0 the file
    settings.ini than there should be the same rules as for 3.

    I assume the folders for themes are there: <gramps install
    path>\share\themes

3. Gramps402AIOpackageWin32pygi3.10.2V01.zip (using gtk3, no need for SSSE3)

    In <gramps base
    path>\Gramps402All\Lib\site-packages\gnome\etc\gtk-3.0 you'll find
    settings.ini having this content:
    [Settings]
    gtk-theme-name = HighContrast
    gtk-font-name = Arial 10

    In <gramps base
    path>\Gramps402All\Lib\site-packages\gnome\share\themes you will
    find several folders. Each folder name is a possible gtk-theme-name
    for the settings file.
    You may try also several font sizes.
    I never tried other fonts. So you'll see what happens.
