The only thing I would add is that being in Addons does not imply anything: it doesn't mean it is an inferior bit of code; it doesn't mean it wasn't successful; it doesn't mean it was only proof of concept; and being in Addons doesn't mean it will atrophy and be ignored. On the contrary, being in Addons means that you can revise it every day, and you can deploy it to users whenever you want. You, the developer, are in charge of the release schedule... and everything else. And I would also suggest having votes for the other direction: current plugins that should be moved to Addons. For example, I think NarrWeb could benefit from having a release schedule independent of Gramps.
