Probably programmed like that, but easy to change. To add a non-existing file, you can add an image to the gallery, click cancel on the image select dialog, and then add the real position in the path field. That would store the path, but Gramps will do nothing with it. In a gramps note, you can link to a picture on the web. Note that pictures on the internet typically have a limited lifetime, my advise would be: if you reference it in your family tree, then download it locally.
