As an extra to this, if you after reinstall set back the /.gramps/env directory, open of database will only work if the database is in EXACTLY the same directory and with EXACTLY the same name as before you deleted windows. This is because the env dir contains this data and the database uses dirname and filename to know which environment is the correct one. Let us know if you can solve the problem like this.
