it takes hours to sync with > 3000 contacts
already sync 4 times, added new contacts on google (say 20), now it takes hours (>24hrs)
all contacts in outlook 2019, with 'working' pst file

I reviewed your log file and found many entries like follows:

This is quite sure your problem. Maybe this happened, when we switched from 32bit to 64 bit, because it has different hashcodes for the sync id then, many users might have this problem. I would advice you to Reset the matches once and then sync again (go to the long running pain of matching contacts and appointments by properties (not sync-id). Afterwards, your sync should be setup and fast as formerly again.
You could accelerate the sync by property, if you delete one side (the slave, not the master, which you are sure it is uptodate).

I think it may be related to this: https://sourceforge.net/p/googlesyncmod/bugs/1347/ (Google seems to have a limit of 1000 contacts additions per user per day)
