It can, compiled with a 32bit extender-friendly compiler like emx, djgpp, 
etc.

Instead of disabling all new features available in gnuplot 4.0, users can 
use gnuplot 3.7, and all is working fine without any additional work.

Why to bother with pure 16bit version?
