Is that really such a bad idea? It seems to fit with the semantics
currently used by the core and the other terminals. 

The multi-layer approach either requires that the core output the
various layers in order (in which case nothing has really changed), or
that most terminals buffer up all the graphics for each layer and
composite them all together at the end (which is a lot of extra hassle
for no real gain). I suppose it would make sense for things like .fig
which actually have real layers.
