bug for cgm term mono?

When I tested the 'cgm term mono' on wgnuplot 4.0 and 4.1 using the following

set term cgm mono
set out 'test.cgm'
test
set out

Points whose number 4 to 13 is not visible because those colors are white.

However once I execute color cgm term like below, it looks like working well.

set term cgm color
set out 'test.cgm'
test
set out
set term cgm mono
set out 'test.cgm'
test
set out


The same phenomena was happened in the cygwin gnuplot (v4),
and another person confirmed the similar phenomena in linux gnuplot 4.1.
