Installed it --- how?

If you installed the cygwin binary package of gnuplot, please note that 
that's the X11 version of gnuplot.  You'll have to have an X server 
(preferrably Cygwin's port) running to see the plot window.

If you want native Windows output, install the win32 binary of gnuplot 
(a.ka. "wgnuplot") from gnuplot's own download sites, not the cygwin 
package.
