None short of not letting gnuplot draw any legends, so you can paint 
your own if and where you want.

Err, by sticking less text into it? ;-)

Seriously, the only generic way of doing that is to change the default
font of your terminal driver (at 'set terminal' time, typically). Or you
can use a driver that offers special text formatting (postscript 
enhanced mode, TeX, recently some more).
