This error message comes from the Makefile rule that rebuilds the Japaneses
language user manual:

[~/git/gnuplot/docs] make allterm-ja.h
mkdir ja
mkdir ja/docs;

cp ../docs/term-ja.diff ja
cp -r ../term ja/term/
( cd ja ; patch -p0 < term-ja.diff )

Perhaps you used the wrong -p or --strip option?

The grass terminal was indeed removed from the repository in a recent
commit.
That terminal has not been maintained for many years and no longer compiles
even if selected.   The Japanese documentation scripts and files get updated
periodically but not so frequently as to have already caught up to last
week's
commits.

However when I rebuild the Japanese documentation here I only see that
as a warning message.  It does not prevent completion of the "make" command
and it does create the file gnuplot-ja.pdf.   If your are seeing a failure
rather than
warning+success, perhaps you have a more strict warning=>error condition
active during your builds?
