OK to put out an -rc2 for version 5.4?

I would like to give people an -rc2 to test.

There have been no major changes since -rc1, but a few of them touch
the build + packaging pathway so it would be good to test them.

Bastian:  Did you figure out what the problem was with libgd + Windows 10?

Can someone comment on this issue - is it reproducible?
