Probably there is a file "VERSION.tex", which is inappropriate
here, somewhere in TEXINPUTS.
Try temporarily by changing the file name VERSION as MYGPLVERSION.
You have to change also VERSION ---> MYGPLVERSION in titlepag.tex.
