Why do you need to use cvs to get stable sources?
The stable sources can be obtained from the gnuplot sourceforge site:
http://sourceforge.net/projects/gnuplot/files/gnuplot/

However, date specified update can be made:
$ cd gnuplot; cvs update -D -d '2014-03-15'
