This works only if you actually have latex installed on the system.

The tutorial is not built by default because it is very out of date.  It
gives examples only for the plain latex terminal (set term latex), which is
severely limited in its capabilities, and for epslatex.  Although it
mentions the existence of the eepic, emtex, tikz, and context terminals, it
gives no examples or guidance about when you might want to use them.  It
does not even mention cairolatex or texdraw,  Also it does not explain how
you would integrate gnuplot output with other latex authoring tools such as
LyX (see recent question on the newsgroup).

So I think building the tutorial will not be very helpful until someone
takes the time to revise and update it.
