The problem is that each output medium (svg/html/wxt/qt/x11) provides
very different basic operations and mechanisms for triggering them.
Gnuplot tries to create more or less the same result on all of them, but
the similarity is limited by the different tools that are available.

That said, the intent is that the active area for toggling the plot consists
of (1) the symbol itself, which in your case is very small, and
(2) the rectangular bounding box for the text associated with that symbol.
So it should work to click on the plot label text.

It is certainly possible.  Different browsers use different svg
interpreters,
so you might get better response with a different browser.
