what about an offset?

...with labels offset 1,1    # that's a fixed offset

plot FILENAME using 3:4:1 notitle with labels offset 1,1 , '' using 3:4 
title "ring points" with points ps 3 lw 5 pt 1 lt 7


or with the sgn(x) function

dx = 20	 # x-offset
dy = 100 # y-offset

plot FILENAME using ($3+sgn($3)*dx):($4+sgn($4)*dy):1 notitle with 
labels, '' using 3:4 title "ring points" with points ps 3 lw 5 pt 1 lt 7
