Well, 30 is rather enormously big for a little annotation.  At that 
size, your whole plot is only about 30 x 30 characters big. Your cbtics 
gobble up 20% of the width of the whole plot.

Somewhat obviously no.  You can't cut off 20% of the canvas width and 
keep the aspect of the remaining area the same.

If memory serves, 4.2 may not have supported 'set margin' in splots, yet.
