new Windows testing binary

A new testing binary for Windows can be found at

  http://www.gnuplot.info/development/binaries/ .

It includes support for cairo terminals (pngcairo, pdfcairo, wxt),
gd terminals (gif,png,jpeg) and lua (tikz).
