It doesn't.  Newer Windows (needlessly, IMHO) causes problems with the 
old help.  Those problems can be overcome a good deal more easily than 
by changing help file format.

It's just too new for that, right now.  A new feature like that needs a 
bit of settling-the-dust time before it makes sense to include it in 
what refers itself as a "patchlevel" update.  Basically, those shouldn't 
contain any new features, just patches.
