Any particular reason you don't like using the PDF help file?
It has the figures, the hyperlinks, and all that other good stuff
that isn't quite working right in HTML.  The only down-side I know
of is that it's harder to provide an external viewer with a URL
that jumps in to a particular place in the PDF file.  The PDF file
format allows this, but it seems many viewers don't support it.

I spent a lot of time looking for a usable PDF->HTML converter,
but I gave up.  There doesn't appear to be such a thing - just
a few minimal implementations that handle text only and disregard
document structure.
