did you realize the
 line 30: warning: Skipping unreadable file "vels1and12.txt "
messages when plotting?

remove the trailing blank from the filename and everything should work.

and, change the range and tics set commands:

set yrange [0:30]
set xrange [-1.00:1.00]
set xtics 0.40
set mxtics 5
set ytics 5
set mytics 5
