What exactly did you download: the win32 binary package, or the source 
tarball?  I'll assume the binary package for now.

That may be because, roughly spoken, you've already completed the 
installation.  There's nothing else you absolutely have to do.  Just run 
the program.

Of the READMEs, only README.Windows is of direct importance for you 
right now.
