That part works as intended --- and you should have found out about that 
intention when you read README.Windows.

That part I can't reproduce.  wgnuplot.exe works just fine here, also on 
Windows 7.  There are some known hickups with the help files caused by 
Microsoft's latest bout of wanton incompatibility and useless error 
reporting, but the program itself works just fine.
