Please read carefully documents in the package first.

In addition, please describe the trouble that you have met in installing process.
Without the detailed information, I cannot tell you no useful information.

BTW, if you would like to use gnuplot-4.4.0, I recommend you to install the gnuplot from cygwin
official package using the cygwin setup (Category: Math).  If you installed it, the dependency runtime
libraries will be automatically installed.
(In the case, you would like to install, the gnuplot 4.5 on my web site, it is better to install the
cygwin official gnuplot 4.4.0.  It is because all other dependent runtime libraries are installed
except the libedit.
