Therefore I am sending this reply to gnuplot-info post by cc.
It is stored the gnuplot ML archives on the SourceForge and also the some external service like the 
Nabble.  One may access the information using search engine like the Google.

We just purchased several Windows 7 computers to upgrade our office computer
environment. The gnuplot installation to the first machine went as I

"unblock" the security setup of wgnuplot.hlp. This went as follows. Right
click of wgnuplot.hlp -Properties -General -[At the bottom of the
General tab page] "Security: This file came from another computer and might
be blocked to help protect this computer. [Unblock]" [Press this [Unblock]
button.]

An odd thing is that this [Unblock] button and the entire description of
"Security: ..." do not exist in the General tab page when the file is
"Unblock"ed. So, for my first gnuplot installation attempt, I didn't see it
at all. For my second gnuplot installation attempt, the button is there and
I had to remove it by pressing "[Unblock]" button. Also, I did the same
thing for wgnuplot.exe and gnuplot.exe as well.
