I am now distributing the cygwin binaries linking with libedit and dll libraries that is
Berkeley-style licensed.
The cygwin currently does not support the libedit so that the dll file is attached.
Of course, the copyright documents of libedit is attached according to the notification of
"Redistributions in binary form".

Perhaps it is not a problem to make a package with the libedit, I think.
