Possible fix for windows bug #1952287

I think I may have found the underlying cause of bug #1952287
(windows terminal shows dotted lines around rectangles with default style).
I have made the change in CVS for 4.5, and also attach the patch below.

Could someone confirm whether this does in fact fix bug #1952287?

If so, I'll apply it to 4.4 as well.
