There are, of course other ways of doing this in earlier gnuplots,
depending on the terminal chosen.  PNG, for example has a syntax that
allows background, foreground, and other colors to be specified. I have
found that black-background graphs are especially stunning visually and
have converted all my graphs to work that way.  I suppose this might not
work so well for printing.
