"" every 1::4::7 using 2:xtic(1) title 'Non-TDD' fs pattern 1, \
"" every 1::0::3 using 0:2:1 with labels rotate left offset -3,1 notitle, \
"" every 1::4::7 using 0:2:1 with labels rotate left offset 3,1 notitle

you need to adjust the offset if you plot with another gap size or
another number of histogram bars.
