I think it's more complicated than that.
Various terminals do various things.  
Some have a fixed point size (particularly the old plotter drivers where
the points are drawn via a hardware function).
Some scale by terminal size.  
Some (as I recall) scale by font size.

It seems a reasonable goal to have all the drivers do the same thing,
but before making any changed I'd like first to see a list of which terminals
do what right now and how many of them can be easily modified to match
a common convention for the behaviour.
