I have uploade binaries of the gnuplot 4.3 (cvs) (Latest ChangeLog 2009-08-28) for windows and cygwin.

Topic
The pngcairo and pdfcairo terminals are supported to windows version for the sake of efforts of
Benjamin Lindner.
(Sorry that the cygwin version does not support them.)
