gnuplot4.3 for cygwin binaries ( addition of the package on cygwin-1.7.0)

Hello 

I have updated gnuplot4.3 for cygwin binaries addting the package for cygwin-1.7.0.
This is because the latest octave binaries on cygwin are now distributed only on cygwin-1.7.0.
