you could define the x2tic labels by hand (or generate them with a
program.
e.g. for a xaxis range [1:100] you could set:
set x2range [1:100]
set x2tics (sprintf("%.4f",1./10.) 10, sprintf("%.4f",1./20.) 20, \
sprintf("%.4f",1./30.) 30, sprintf("%.4f",1./40.) 40, \
sprintf("%.4f",1./50.) 50, sprintf("%.4f",1./60.) 60, \
sprintf("%.4f",1./70.) 70, sprintf("%.4f",1./80.) 80, \
sprintf("%.4f",1./90.) 90, sprintf("%.4f",1./100.) 100)
