you could use the specific dates to generate an alternating function
which switches between two values which are outside your y-range.
an example:

set xdata time
set timefmt "%d.%m.%Y %H:%M"
set yrange [0:7]
set clip two
plot '-' us 1:3 w lp, '-' us 1:(3.5+4.0*(-1)**($0+1)) w steps
01.01.2009 15:30 1
02.01.2009 16:30 2
03.01.2009 17:30 3
04.01.2009 18:30 4
05.01.2009 19:30 5
06.01.2009 20:30 6
e
01.01.2009 23:00
01.01.2009 23:00
