status of release 4.2.3

I put a tarball for the 4.2.3 release on SourceForge yesterday, and
posted an announcement.

Most annoyingly, the copy that went out to the SourceForge mirrors was
corrupt.  I downloaded from 2 mirrors this morning and both copies were bad.
So I deleted the original and re-uploaded a new copy of the tarball to the
main SourceForge site. I hope that that will fix the mirrors also, but I
don't know how long it will take to propagate.
