That seems to be a peculiarity of your Cygwin installation (or possibly 
a problem particular to the Japanese localization of Cygwin).  This same 
step works just fine in my own installation of Cygwin and emacs (it's 
even the same version as yours).

Well, as long as configure can't figure out how to use your installed 
emacs, that's what you'ld have to do anyway.
