./configure freezes at 'checking where .elc files should go...' on cygwin

Hello 

I have not been successful to build cvs-gnuplot with .elc on the cygwin.
Because the ./configure hanged up at

./configure freezes at 'checking where .elc files should go...'

The emacs itself works:

What is the possibity?

Now I have no alternative but to build the gnuplot with  
./configure   --without-lisp-files

Please give me the assitance.
