Frozen here.

I looked at Makefile at docs 
	@if test "$(EMACS)" != no; then \
	   cd $(srcdir) ;  \
	   $(EMACS) -batch -l doc2texi.el -f d2t-doc-to-texi ; \
	else \
	   echo "No emacs found - cannot create texinfo file" ; \
	fi

If these lines are commented out, 'make install' goes well.
Is it an emacs failure or gnuplot el code.
I have very litte knowledge about the emacs, so please treat this problem by cygwin user 
who are enough knowldge of cygwin emacs.
