Dear Ethan Merritt Thank you for your information. So I have to build it by myself. I have never built wgnuplot from source but I'll try it. (Unlike the cygwin, it seem to be difficult for me. The cygwin cvs gnuplot can be easily built by anyone.) Thaks again!! Therefore it is from before the change you ask about. The "refresh" command and mousing of in-line data are not present in that executable.
