I can confirm that what you say also applies on Windows. The 
complication on Windows is that "native" text is probably in one 
of the Microsoft CP12XX encodings.  This shouldn't be a problem 
for the cairo/pango based terminals, which recode to UTF-8 
automatically, but might be an issue when producing PostScript.
