pdf term (pdflib) and "set encoding"

Here's a small patch for the pdflib-based pdf terminal, similar to 
the one I submitted for emf term.

Again, the idea is to respect the user's choice of encoding if 
possible. It may be that not all versions of pdflib-lite support 
the iso-8859-X encodings, but recent versions do.  And I think the 
fallback mechanism is such this change won't break anything that 
works at present.
