Thanks for the bug report.
In fact the S_ENC_UTF8 test was not expected to resolve
against gd.h, but against a revised version of gnuplot's
own src/tables.h that should have been part of the same
patch. Unfortunately my patchsets got out of sync.
It's good that you caught it in time!
