Probably.  
The site status page indicates that the shell server machine
died and has not yet been replaced.

By the way.  I made a quick pass over the FAQ and committed the
revision to CVS.  But I don't actually know the procedure for 
propagating the revised *.tex document to other media. Once the
shell server is back up, it will be possible to upload a new
html file.  But what about pure text and pdf versions - is there
a list of places they need to go?
