OK. I've just tried the 4.0 Windows version. It's broken.  

So "pause mouse" was not usable in 4.0 either, and this
bug report is not quite correct. It's not a regression,
since it never did work.

Why did no one ever file this as a bug report?
Do we have no Windows users?

It should have been reported and fixed long ago.
Now it's probably too late for 4.2
